The one big difference when creating a public pool vs. a private one is policy. Basically, anytime you have something that someone will be paying money to use you should be prepared for the worse. You can be ready for disaster by getting insurance coverage and by making sure all of your pool equipment meets the town's safety standards.

Even small parts (like your swimming pool pump) need to be up to standards. Usually the folks at the business department will require swimming pool pumps to run at a specific circulation rate. Keep in mind that the rate of circulation may differ based on swimming pool factors like size and depth of the pool.
